Ordinance on the Establishment and Operation of the Chungcheongnam-do Global Center for Foreigners
[Effective May 12, 2025] [Chungcheongnam-do Ordinance No. 5882, May 12, 2025, Entirely Amended]
Article 1 (Purpose) The purpose of this ordinance is to contribute to regional development by prescribing matters necessary for the establishment and operation of the International Global Center to resolve the issue of manpower shortages by industry caused by population decline and the shortage of new students at universities within the province.
Article 2 (Definitions) The meanings of terms used in this Ordinance are as follows:
1. “Foreigner” means a person who does not possess the nationality of the Republic of Korea.
2. “Foreign worker” refers to a person who is providing or intends to provide labor for the purpose of wages at a business or workplace located in Chungcheongnam-do (hereinafter referred to as the “Do”).
3. “International student” refers to a student who is studying or researching at a university or graduate school within the province, or who intends to enroll.
Article 3 (Chungcheongnam-do Global Center for Foreigners) The Governor of Chungcheongnam-do (hereinafter referred to as the “Governor”) may establish and operate the Chungcheongnam-do Global Center for Foreigners (hereinafter referred to as the “Center”) for the performance of the projects set forth in each of the following subparagraphs.
1. Establishment and operation of a cooperation system with labor-sending countries, universities within the province, and cities and counties within the province
2. Provision and support of information on job openings or student recruitment for foreign workers and international students by city/county, industry, and university within the province.
3. Support for Korean language education applicable in domestic and international industrial sites and schools
4. Promotion and support for attracting foreigners, their adaptation, and settlement within the province
5. Support for visas and other status of residence for foreigners wishing to participate in foreigner recruitment and settlement projects
6. Supply and Demand Survey on Attracting Foreigners by City and County within the Province and Research on Mid-to-Long-Term Development Plans
7. Other matters deemed necessary by the Governor
Article 4 (Entrustment and Support)
① The Governor may entrust all or part of the duties to relevant corporations, institutions, and organizations, etc., for the smooth operation of the Center.
② The Governor may provide full or partial support for project costs within the budget to relevant corporations, institutions, and organizations, etc., entrusted with the duties of the Center pursuant to Paragraph 1.
③ If a relevant corporation, institution, or organization, etc. under Paragraph 2 has received project funds through false or fraudulent means, the Governor shall recover such project funds.
Article 5 (Establishment of Committee) The Governor may establish a Committee for Attracting Foreigners (hereinafter referred to as the “Committee”) to deliberate and resolve the following matters of the Center.
1. Center's Duties and Functions
2. Entrustment and Support of the Center
3. Other matters deemed necessary by the Governor for the operation and business of the Center
Article 6 (Composition of the Committee) The Governor may establish a Committee for Attracting Foreigners (hereinafter referred to as the “Committee”) to deliberate and resolve the following matters of the Center.
① The committee shall be composed of no more than 20 members, including one chairperson and one vice-chairperson, provided that the number of appointed members constitutes a majority of the entire committee.
② The chairperson shall be the administrative vice-governor, and the vice-chairperson shall be elected from among the members.
③ The term of office for ex officio members shall be the period during which they hold their respective positions, and the term of office for appointed members shall be two years, and they may serve consecutively.
④ The committee shall have a secretary, who shall be the Head of the Foreign Policy Division.
⑤ Ex officio members shall be appointed by the Governor from among those falling under each of the following subparagraphs.
1. Director of Planning and Coordination
2. Investment and Trade Policy Officer
3. Director General of Population Strategy
4. Provincial officials
⑥ Appointed members shall be appointed by the Governor from among those falling under each of the following subparagraphs.
1. Provincial council member recommended by the Chungcheongnam-do Provincial Council
2. Officials belonging to the Provincial Office of Education recommended by the Superintendent of Education of Chungcheongnam-do
3. Experts in related fields
Article 7 (Duties of the Chairperson) The Governor may establish a Foreigner Attraction Committee (hereinafter referred to as the “Committee”) to deliberate and resolve the following matters of the Center.
① The Chairperson represents the Committee and oversees the Committee's affairs.
② If the Chairperson is unable to perform their duties due to unavoidable circumstances, the Vice Chairperson shall perform those duties on their behalf.
Article 8 (Meetings)
① The chairperson convenes the committee meetings and serves as the chairperson.
② A meeting of the Committee shall be convened when any of the following applies:
1. When there is a request for a meeting from one-third or more of the members in office
2. Other times when the Chairperson deems it necessary
③ Meetings of the Committee shall be opened with the attendance of a majority of the registered members and decisions shall be made by the approval of a majority of the members present.
④ In addition to matters stipulated in this ordinance, matters necessary for the operation of the committee shall be determined by the chairperson following a resolution by the committee.
Article 9 (Establishment of Cooperation System)
① The chairperson convenes the committee meetings and serves as the chairperson.
② A meeting of the Committee shall be convened when any of the following applies:
1. When there is a request for a meeting from one-third or more of the members in office
2. Other times when the Chairperson deems it necessary
③ Meetings of the Committee shall be opened with the attendance of a majority of the registered members and decisions shall be made by the approval of a majority of the members present.
④ In addition to matters stipulated in this ordinance, matters necessary for the operation of the committee shall be determined by the chairperson following a resolution by the committee.
Addenda <No. 5440, July 10, 2023>
This ordinance shall take effect from the date of its promulgation.
Addenda <Ordinance No. 5556, Dec. 29, 2023> (Ordinance Partially Amending the Ordinance on the Operation of Administrative Organizations and Personnel Quotas of Chungcheongnam-do)
Article 1 (Enforcement Date) This Ordinance shall take effect on December 31, 2023.
Article 2 (Amendment of Other Ordinances)

⑦ Part of the “Ordinance on the Establishment and Operation of the Chungcheongnam-do Foreigner Attraction Center” is amended as follows.
In Article 6, Paragraph 3, “Head of Job & Labor Policy Division” shall be changed to “Head of Job & Enterprise Support Division”.

Addenda <Ordinance No. 5647, May 10, 2024>
Article 1 (Enforcement Date) This Ordinance shall enter into force on the date of its promulgation.
Article 2 (Amendment of Other Ordinances)
⑤ The "Ordinance on the Establishment and Operation of the Chungcheongnam-do Foreigner Attraction Center" is partially amended as follows.
In Article 6, Paragraph 5, Subparagraph 6, “Director of the Chungnam Job & Economic Promotion Agency” shall be changed to “Director of the Chungnam Economic Promotion Agency.”
Addenda <Ordinance No. 5758, Sep. 30, 2024> Partial Amendment Ordinance to the Ordinance on the Operation of Administrative Organizations and Personnel Quotas in Chungcheongnam-do
Article 1 (Enforcement Date) This Ordinance shall take effect on October 1, 2024.
Article 2 (Amendment of Other Ordinances)
11. The "Ordinance on the Establishment and Operation of the Chungcheongnam-do Foreigner Attraction Center" is partially amended as follows.
In Article 6, Paragraph 2, “Director of the Industrial Economy Office” shall be changed to “Director of the Population Strategy Bureau,” and in Paragraph 3 of the same article, “Head of the Job & Enterprise Support Division” shall be changed to “Head of the Foreign Policy Division,” and Paragraph 5, Subparagraph 4 of the same article shall be as follows.
4. Director of Agriculture, Livestock and Food
Addenda <Ordinance No. 5882, May 12, 2025>
Article 1 (Enforcement Date) This Ordinance shall enter into force on the date of its promulgation.
Article 2 (Transitional measures under the former ordinance)
Acts related to attracting foreigners carried out by the Chungcheongnam-do Foreigner Attraction Center prior to the enforcement of this Ordinance in accordance with the former "Ordinance on the Establishment and Operation of the Chungcheongnam-do Foreigner Attraction Center" shall be deemed to have been carried out in accordance with this Ordinance.
