Chungcheongnam-do Ordinance on the Establishment and Operation of the Foreigner Global Center

Article 1 (Purpose) This ordinance aims to contribute to regional development by regulating matters necessary for the establishment and operation of a foreign global center to address the shortage of manpower in each industry due to population decline and the shortage of new students at universities in the province.
제2조(정의) 이 조례에서 사용하는 용어의 뜻은 다음과 같다.
1. “외국인”이란 대한민국의 국적을 가지지 아니한 사람을 말한다.
2. “외국인노동자”란 충청남도(이하 “도”라 한다)에 소재하고 있는 사업 또는 사 업장에서 임금을 목적으로 노동을 제공하고 있거나 제공하려는 사람을 말한다.
3. “외국인유학생”이란 도내 대학 및 대학원에서 수학ㆍ연구하고 있거나 입학하려는 학생을 말한다.
Article 3 (Chungcheongnam-do Foreigner Global Center) The Governor of Chungcheongnam-do (hereinafter referred to as the “Governor”) may establish and operate the Chungcheongnam-do Foreigner Global Center (hereinafter referred to as the “Center”) to carry out the following projects.
1. Establishment and operation of a cooperative system with the country sending the human resources, universities in the province, and cities and counties in the province.
2. Providing and supporting information on job openings or student recruitment by city/county, industry, and university within the province to foreign workers and international students.
3. Support for Korean language education that can be utilized in domestic and international industrial sites and schools.
4. Promotion and support for attracting and adapting foreigners and for settling in the province.
5. Visa and other residency qualification support for foreigners wishing to participate in foreigner attraction and settlement projects.
6. Research on demand and supply for attracting foreigners by city and county within the province and on mid- to long-term development plans.
7. Any other matters deemed necessary by the governor.
Article 4 (Entrustment and Support)
① The governor may delegate all or part of the work to related corporations, institutions, and organizations to ensure smooth operation of the center.
② The governor may, within the scope of the budget, support all or part of the operating expenses to relevant corporations, institutions, organizations, etc. entrusted with the work of the center pursuant to Paragraph 1.
③ If a relevant corporation, institution, or organization under paragraph 2 has received business expenses through false or improper means, the governor must recover the expenses.
Article 5 (Establishment of Committee) The governor may establish a Committee for Attracting Foreigners (hereinafter referred to as the “Committee”) to deliberate and decide on the following matters of the Center.
1. Center's duties and functions
2. Center's consignment and support
3. Any other matters deemed necessary by the governor for the operation and business of the center.
Article 6 (Composition of the Committee) The governor may establish a Committee for Attracting Foreigners (hereinafter referred to as the “Committee”) to deliberate and decide on the following matters of the Center.
① The committee shall be composed of no more than 20 members, including one chairperson and one vice-chairperson. However, the number of appointed members shall be more than half of the entire committee.
② The chairman shall be the administrative vice-governor, and the vice-chairman shall be elected from among the members.
③ The term of office of an ex officio member shall be the period of office held in that position, and the term of office of an appointed member shall be two years and may be renewed.
④ The committee shall have a secretary, who shall be the head of the Foreign Policy Division.
⑤ The governor appoints ex officio members from among those who fall under each of the following categories.
1. Director of Planning and Coordination
2. Director of Investment and Trade Policy
3. Director of Population Strategy
4. Civil servants belonging to the province
⑥ The governor appoints the appointed members from among the following persons.
1. A provincial council member recommended by the South Chungcheong Provincial Council
2. A civil servant affiliated with the Chungcheongnam-do Office of Education who has been recommended by the Chungcheongnam-do Superintendent of Education
3. Experts in related fields
Article 7 (Duties of the Chairperson) The Governor may establish a Foreigner Attraction Committee (hereinafter referred to as the “Committee”) to deliberate and decide on the following matters of the Center.
① The chairperson represents the committee and oversees the committee’s work.
② When the chairperson is unable to perform his/her duties due to unavoidable circumstances, the vice chairperson shall act in his/her stead.
Article 8 (Meeting)
① The chairperson convenes the committee meeting and serves as its chairperson.
② The committee meeting is convened when any of the following applies.
1. When there is a request for convocation from more than one-third of the members present.
2. When the Chairperson deems it necessary
③ The committee meeting is opened with the attendance of a majority of the members and a resolution is passed with the approval of a majority of the members present.
④ Matters necessary for the operation of the committee other than those stipulated in this ordinance shall be determined by the chairperson after deliberation by the committee.
Article 9 (Establishment of a cooperative system)
① The chairperson convenes the committee meeting and serves as its chairperson.
② The committee meeting is convened when any of the following applies.

Supplementary Provisions <No. 5440, July 10, 2023>
This ordinance shall enter into force on the date of its promulgation.
Supplementary Provisions <Ordinance No. 5556, December 29, 2023> (Partial Amendment to the Ordinance on the Operation of the Administrative Organization and Staff of South Chungcheong Province)
Article 1 (Enforcement Date) This Ordinance shall come into force on December 31, 2023.
Article 2 (Amendment of other ordinances)

⑦ The “Ordinance on the Establishment and Operation of the Chungcheongnam-do Foreigner Attraction Center” is amended as follows:
In Article 6, Paragraph 3, “Director of Jobs and Labor Policy” is changed to “Director of Jobs and Enterprise Support.”

Supplementary Provisions <Ordinance No. 5647, May 10, 2024>
Article 1 (Enforcement Date) This Ordinance shall enter into force on the date of its promulgation.
Article 2 (Amendment of other ordinances)
⑤ The “Chungcheongnam-do Ordinance on the Establishment and Operation of the Foreigner Attraction Center” is amended as follows:
In Article 6, Paragraph 5, Item 6, “Director of Chungnam Job and Economic Promotion Agency” is changed to “Director of Chungnam Economic Promotion Agency.”
Supplementary Provisions <Ordinance No. 5758, September 30, 2024> Partial Amendment Ordinance to the Ordinance on the Operation of the Administrative Organization and Staff of South Chungcheong Province
Article 1 (Enforcement Date) This Ordinance shall come into force on October 1, 2024.
Article 2 (Amendment of other ordinances)
⑪ The “Ordinance on the Establishment and Operation of the Chungcheongnam-do Foreigner Attraction Center” is amended as follows:
In Article 6, Paragraph 2, “Director of the Industrial Economy Bureau” is changed to “Director of the Population Strategy Bureau,” in Paragraph 3 of the same Article, “Director of the Job Creation and Enterprise Support Division” is changed to “Director of the Foreigner Policy Division,” and Item 4 of Paragraph 5 of the same Article is changed as follows:

Supplementary Provisions <Ordinance No. 5882, May 12, 2025>
Article 1 (Enforcement Date) This Ordinance shall enter into force on the date of its promulgation.
Article 2 (Transitional measures under previous ordinance)
Any acts related to the recruitment of foreigners performed by the Chungcheongnam-do Foreigner Recruitment Center pursuant to the former “Ordinance on the Establishment and Operation of the Chungcheongnam-do Foreigner Recruitment Center” prior to the enforcement of this Ordinance shall be deemed as acts performed pursuant to this Ordinance.
